A l’heure de l’urgence climatique, les infrastructures de communication, qui bénéficient d’avancées technologiques spectaculaires (IoT, IA et open-data, BIM et jumeaux numériques…), peuvent être optimisées en termes de développement durable. Dans la ville intelligente, les bâtiments communicants et automatisés contribuent à une optimisation des ressources. Des services indispensables comme la gestion de la sécurité, de l’énergie et des déchets gagnent en efficacité grâce aux technologies digitales. Ils doivent également répondre aux exigences de sobriété.
La mutualisation des moyens, la convergence des applications par une connectivité ouverte, le reconditionnement et la réutilisation d’équipements et matériaux rares sont des leviers importants. D’où l’intérêt des interfaces et des protocoles de communication standardisés permettant une interopérabilité vérifiable.

Ce colloque apporte des réponses concrètes, provenant d’expériences du terrain : il peut s’agir d’énergie, d’éclairage, de qualité de l’eau, de bâtiment intelligent, de systèmes de transmission vidéo et sans fil, de traitements et recyclage des déchets, etc.

Conference eG4U – Sicoval, march 19th 2024_DR

The conference was organised at the Diagora conference centre in Labège by eG4U and Sicoval, a local authority grouping 36 communes in the south-east of Toulouse. The event was opened by Jacques Oberti, Chairman of Sicoval, and Victor Denouvion, Chairman of Haute Garonne numérique.

The pooling of resources within local authorities was one of the key topics: it is making progress for economic reasons, but also because of a growing awareness of the need to reduce greenhouse gases.

A number of participants agreed that it is preferable to start with realistic projects that are not too extensive, that are well understood and well supported by elected representatives and local residents. For example, video-protection or public lighting infrastructures, as in Bordeaux Métropole.

Christophe Colinet, in charge of the “intelligent metropolis” project (and a member of eG4U) explained that “interoperability is a factor of sovereignty and digital sobriety for local authorities”; in his view, experience shows that it is possible and appropriate to start by controlling infrastructures such as street lighting. A key objective is to make the equipment interoperable between the various technologies present, which then enables the infrastructure to be used for road, transport, security and other services.

In the European context of Eurocities (167 local authorities), it has been shown that it is illusory to want to standardise everything. “We need to build interoperability platforms realistically, with one overriding objective: to simplify the process (not build ‘gas factories’). It is crucial that political decision-makers, with a citizen-centred approach, get involved out of conviction”, Christophe Colinet summarised.

Sobriety and reuse of infrastructure

In addition to recycling, many speakers mentioned the importance of sobriety in the purchase and consumption of equipment. It was pointed out that 60 to 80% of the CO2 emissions of a piece of equipment, over its entire life cycle, are generated during its manufacture and not during its use. Hence the need to use non-new, reconditioned solutions wherever possible. As Marc Namiash, director of Codage and chairman of the Power EoC Alliance (Ethernet over coax), explained, coaxial cable infrastructures are perfectly reusable for video protection. In cooperation with the Power EoC Alliance, eG4U

has drawn up recommendations adopted by ETSI at European level for operating new-generation (IP) video cameras on old coaxial cabling, as validated by RATP in the Paris metro.

eG4U has also drawn up a set of recommendations for operating public lighting infrastructure with PLC (powerline communications) connectivity to connect video cameras, WiFi terminals, audio, LPWAN routers, etc. to manage a green space or parking area, count vehicles or regulate traffic, for example. The possibility of supporting 4G or 5G transmitters/receivers on luminaires has also been standardised.

The impact of digital technology

Angélica Calvet, General Secretary of Cinov Digital (a trade union for small and medium-sized businesses in the digital sector) asked ex-abrupto: can the much-vaunted information technologies be both eco-responsible and sustainable? Her answer: “As they are produced and used today, the answer is no! According to her, the metals needed to produce a 2kg laptop require 800kg of raw materials to be processed; and the manufacturing process itself generates 124kg of CO2 out of the 169kg emitted over the entire life cycle of the device (adding transport and distribution, use and recycling). In other words, energy consumption by the user represents only a small part of the total carbon footprint… Hence the importance of keeping your computer as long as possible.

This trade union leader also mentioned two paradoxes inherent in the development of digital technology: “The more we dematerialise, the more raw materials we use (for components, screens, etc.); the more we miniaturise and make components more complex, the greater their environmental impact”. In fact, the production of complex components requires a lot of energy, chemical treatments and rare metals, such as tantalum (smartphones) and indium (flat screens).

“Equipment manufacturers are depleting these precious minerals at an unprecedented rate”. And to quote Ademe: the number of devices will be almost 65% higher in 2030 than in 2020, particularly with the boom in connected objects. Between 2020 and 2030, the carbon footprint of the digital sector in France could increase by 45% to 25 million tonnes of CO2 (or equivalent). The consumption of metals and minerals (or abiotic resources) would increase by 14% and electricity consumption by 5% to reach 54 tera-watts/h (TWh) per year.) And if nothing is done, these figures could triple between 2030 and 2050″.

In the previous presentation, Gillo Malfrat, CEO of the research company Mavana, described the paradox of the indirect or negative rebound effects of digital technology. Certain gains in climate change mitigation can be offset or wiped out by the strong growth in demand for goods and services due to the use of certain digital devices or goods (e.g. the electric vehicle). More broadly, digital technology leads to trade-offs between several sustainable development objectives – for example, increased e-waste, negative impacts on labour markets and exacerbation of the existing digital divide.
Clearly, the deployment of digital technologies must be monitored responsibly: it will only contribute to decarbonisation if it is properly managed (with a “high degree of trust”). This brings us back to the questions posed by the IPCC (“Mitigation of climate change”). At the request of ADEME, a study by Mavana will provide a clearer picture.

Highly motivated local authorities

Alain Vincent, head of the digital project at the Haute Garonne Numérique joint association, pointed out that local authorities are faced with legal and regulatory obligations in terms of responsible digital development, in particular the AGEC and REEN laws (for which implementing decrees have been published). Since 1 January 2023, any local authority with a population of over 50,000 must have started work on a plan to put in place a responsible digital strategy by 1 January 2025. A 5-step guide has been published by the ANCT (Agence nationale de la cohésion des territoires).

Competing with the departments of Manche and Yonne, Haute-Garonne was selected in July 2023 in tandem with one of its highly motivated members, the Communauté de communes Coteaux Bellevue (not subject to the REEN Act), chaired by Sabine Geil-Gomez, who is strongly committed to sustainable development. The first stage involved setting up a launch committee (8 participants) and conducting diagnostic interviews with elected representatives and various departments (finance, purchasing, HR, communications, etc.). Six areas of digital responsibility were addressed: strategy and governance, purchasing, IT transformation, recycling (WEEE) and the circular economy, and raising awareness. Two prioritisation workshops identified twelve action levers, including local digital inclusion, the choice of reference persons to coordinate the responsible digital approach, steering indicators, and so on. Today, these local authorities are already in a position to give priority to sustainable, repairable and eco-labelled purchases”; to optimise the management of their equipment up to the point of recycling (by entrusting it to an eco-organisation), and to pool computer servers and data storage units, while reducing the volume upstream. A charter of best practices for responsible digital use has been drawn up, and all employees have been made aware of this action plan, which is being promoted as a way of boosting the company’s dynamism.

“The current challenge is to maintain this momentum, by allocating sufficient resources and human resources,” observes Alain Vincent. “To guarantee the expected results, we have to admit what doesn’t work. We need to have alternative scenarios. This is part of a more global approach to ecological transition, a long and complex process, aimed at continuous improvement”. This manager also recommends “starting with a realistic pilot project that shows it can be done”.

L’organisation de normalisation européenne ETSI sera représentée par son DG,  Luis Jorge Romero et par Xavier Piednoir, expert « IOT interoperability and testing ». Autre intervenant clé : Claude Berbain, directeur de l’Innovation du Groupe RATP ; il expliquera les enjeux du numérique pour que les transports parisiens soient durables et efficaces. Dominique Roche, président de l’ONG   « eG4U » (e-Green For Users) détallera comment les collectivités peuvent tirer parti de l’innovation numérique en vue d’un développement durable.

Au total, sur les deux demi-journées, interviennent une vingtaine de spécialistes du numérique dans le contexte de  développement durable des villes intelligentes ou ’smart cities’.

Durant trois jours, les 7, 8 et 9 juin, se sont réunis à Bordeaux  en présentiel et à distance, des experts, des aménageurs urbanistes, des responsables de systèmes d’information et des équipementiers, installateurs pour une conférence dédiée à < l’impact environnemental du numérique dans les aménagements des collectivités >. 

L’évènement était organisé par la Métropole de Bordeaux en lien avec l’association eG4U (eGreen for Users), ONG indépendante liée à l’organisme européen de standardisation ETSI de Sophia Antipolis. 

Pour rappel, Bordeaux fait partie du réseau de villes européennes Eurocities, une initiative créée en 1986 par six villes (Barcelone, Birmingham, Francfort, Lyon, Milan et Rotterdam).

Durant trois jours, se déroule à Bordeaux, une conférence dédiée à l’impact environnemental du numérique dans les aménagements des collectivités. Elle est organisée par l’association eG4U (eGreen for Users), ONG indépendante, en partenariat avec l’organisme européen de standardisation  ETSI de Sophia Antipolis. 

Bordeaux Métropole, qui accueille cet événement dans ses locaux, fait partie du réseau de villes européennes Eurocities. Ce réseau, créé en 1986 par six villes (Barcelone, Birmingham, Francfort, Lyon, Milan et Rotterdam), partage des expériences de projets numériques de ‘villes intelligentes’ ou  ‘smart cities’.  Il compte aujourd’hui 200 villes membres, dans 38 pays. 

Ces trois journées sont destinées aux responsables numériques ou aux managers de système d’information, responsables techniques de collectivités, élus, aménageurs, équipementiers, installateurs…

This seminar is to be the first of a European roadshow organized by the NGO eG4U (e-Green for Users) with ETSI, European standardization organization (in Sophia-Antipolis) and the Eurocities association. This event is to be co-organized by the city of Montrouge at the Palais des Congrès “Beffroi”, in partnership with the Métropole du Grand Paris organization.

During two half-days, a series of presentations and an exhibition will take place, bringing together stands presenting innovative services for “smart cities“.

About twenty speakers will follow one another at the forum, to detail various digital, efficient and eco-responsible innovations at the service of communities.

This forum will be open to anyone interested in local authority development or equipment projects, with environmental concerns (energy consumption, sustainability).

The organizers are pleased to have registered 120 people for this web conference. This event was supported by the European standardization organization ETSI (ATTM Technical Committee) based in Sophia Antipolis (France) and at the invitation of the city of Montrouge in connection with Grand Paris Metropole and with the support of other key partners: Bordeaux Metropole and the network of large cities in Europe EUROCITIES.
The speeches were very well attended, until the closing at the end of the afternoon judging by the exchanges of questions and answers.

In his welcoming words, Pascal Hureau, deputy mayor of the city of Montrouge, welcomed the online presence
of many representatives of the Grand Paris Metropole.
He summarized some key ideas on digital initiatives and invited everyone to participate in 2-day conference “The Challenges of a Sustainable Digital Transition of the Smart City”, next January 13 th and 14 th , 2022 in

Montrouge, which will be held live, if the current COVID-19 pandemic is over.
Dominique Roche, president of the NGO eG4U, summarized the European Commission roadmap on smart cities and communities. He summarized four sets of normative tools available free of charge on the ETSI website:The ETSI EN 305 174 series on General Sustainable Engineering (ICT sites/Data centers, waste
management);

the ETSI EN 305 200 series on global KPIs for monitoring the efficiency of energy management
(including the Global DCEM indicator);

the ETSI TS 103 463 Series on indicators for Sustainable Digital Multiservice Cities;

the ETSI TS 110 174 series on Sustainable Digital Multiservice Communities; Deployment of Broadband
and Energy Management (including streetlights). Patrick Guillemin, Technical Officer within ETSI in charge of Smart M2M, gave an update on The European Standardization Landscape on Smart Cities and Communities. He recalled the societal values ​​of European standardization with the heritage of global GSM (standard created at ETSI in the 3GPP partnership project). He also pointed out that all standards created at ETSI are available for free of charge download.

The next speaker, Christophe Colinet, project manager at Bordeaux Métropole /eG4U /EUROCITIES, presented tools for operational monitoring and measuring the efficiency of digital services in Smart Cities”. He also presented the progress made by the network of large cities in Europe EUROCITIES.

The web-conference then presented a summary of standardization work on pandemic monitoring tools (with Luigi Liquori from INRIA and Cees J. Lanting, member of eG4U). Then, two indicators of Efficient Energy Management (DCEM, Data Communication Energy Management) and Carbon Intensity (DCCM, Data Communication Carbon Management) were presented by Guillaume Gérard (Orange), member of eG4U.

The waste management cycle, subject of the next presentation, was detailed by Gilles Dretsch (Orange), member of eG4U. He detailed the challenges that constitute the life cycle of equipment.

The second part of the afternoon was dedicated to digital infrastructure, the keystone of cities and smart communities. All components of such an infrastructure must be robust and interoperable. This covers both very high-speed ‘backhaul’ (intermediary) networks and next-generation mobile networks.

The smart building is part of this infrastructure, as summarized by Daniel Zotti (Occitaline), member of eG4U. Another case study was presented, that of smart streetlights which can, among other loads, support radiocommunication networks such as 4G or 5G as with the ETSI standard (TS 110 174-2-2). Presentation by Selina Qifei and Emmanuel Colho Alves (Huawei).

Other cases of application of these standards are new video transmission systems on standardized broadband networks. The presentation was made by Abdel Benothmane (VDSYS), member of eG4U.
Finally, the afternoon ended with the need for smart city metropolitan networks to meet sustainability commitments, including the choice of less carbon-intensive equipment possible, as explained by Lynn Reiner and Gilles Genin (eG4U, InGeTel-BET).
